Idle Farm, Well or Cabin Service
There shall be an idle service charge of one-half of farm base rate per year for all disconnected farm, well or cabin services only.
All lines serving premises that do not use service shall be removed except where the owner or occupant of the premises desires to retain the electric lines into the premises. If the electric service is to remain available to the premises, it will be necessary for the owner or occupant of the premises to pay the monthly idle service charge.
The idle service charge consists of a portion of those fixed costs such as depreciation, taxes, and interest which must be currently paid by the Cooperative regardless of whether the service is being utilized by the members.
If the owner or occupant does not desire to pay this monthly idle service charge and signs the affidavit accordingly, the line will be removed as quickly as we can accomplish the work. In the event a request is made to reconnect the service before the line is retired; the owner or occupant shall not be requested to pay the idle service charge. However, should the owner fail to or refuse to sign the aforementioned affidavit, the idle service charge shall apply.
If there is an idle service line which has poles that need replacing, it may be in the best interest of Roughrider Electric Cooperative to remove the entire line, provided that we can get a perpetual easement from all land owners. Roughrider Electric Cooperative would enter into an agreement with the current landowner to rebuild the line at no cost to the owner, if and when he needs that service. The agreement would be non-transferable. The consumer would not pay an idle service charge after the line is removed.
Should service be desired within a ten year period by the original owner from the date the affidavit was signed or the date the line was removed, whichever comes first, all costs for removal and installation, excluding materials must be paid in advance. After ten years, the account will be considered a new account.
Should the account be transferred to a new owner, he will not be held liable for the retirement and reconstruction costs if the line has been retired, or idle service charges previous to ownership, provided he can show proof of ownership. However, ownership cannot be transferred to a relative in order to avoid any costs associated with the idle service account.
Idle service charges will commence for the new owner at the time the transfer is made. A five-year service agreement will be required.
Any consumer requesting a temporary disconnect of one year or less shall not be entitled to the idle service minimum.
Where a service has been idle for one year or longer and is to be re-activated to a permanent well or farm service, no reconnect fee shall be charged. Idle services, which are to be reconnected temporarily of one year, shall be charged a reconnect fee.
Consumers on idle service will not receive the Statewide REC magazine.
